Yes, zoning approval is needed for all exterior construction ranging from residential decks and parking pads to new building construction, in addition to most interior work as well. However not all building permits require ZBA hearings. If a use is allowed by your zoning district you can be granted the permit by right. If it is not allowed by right you will need to apply for a variance or a special permit.
